23 Europe All-inclusive resort destinations from cheapest to most expensive in 2018

How does a hotel stay in business offering a room plus 3 meals and drinks for 2 people for £22 (US$31) per day? We aren’t sure, but some places are evidently offering those rates. Virtually all of the hotels with absurdly low rates also get terrible reviews and mostly regretful guests.

Most of the cheapest hotels are also farther from the beach than guests realized, and also charge for air conditioning and wifi. If you are thinking about booking an all-inclusive room for anything less than £50 per night, read the reviews very carefully or you’ll almost certainly regret it later.

The list below ranks each destination by its lowest priced all-inclusive resorts. The room rate given includes a room, 3 meals a day, and (usually) unlimited drinks, including all taxes and fees. Room rates are all checked for a weeknight in June, 2018. Rates for weekends or July and August may be higher.

Marmaris, Turkey

One of 3 Turkish resort areas to make this list, all with jaw-droppingly cheap all-inclusive resorts, Marmaris is very popular with Brits and northern Europeans. While the absolute cheapest all-inclusive resorts get pretty lousy reviews, the ones just a bit up the price ladder are well regarded and excellent value. The cheapest resorts are also less likely to have English-speaking staff on duty, which is something to pay close attention to when examining reviews.

The weather along Mediterranean Turkey is generally scorching in July and August, and most locals stay indoors if not an actual siesta. As a result, the shopping and socializing scenes shift into the evening hours, which is another real highlight of this region.

Bodrum/Bitez Beach, Turkey

Similar to Marmaris above, Bodrum has all-inclusive resorts starting at prices so low that they certainly appear to be mistakes. Again, the cheapest of them get pretty terrible reviews, but you don’t have to spend too much more in order to get a place that fares quite well. Some of the cheapest places restrict the number of included drinks you can get each day, so that’s another thing to look for in reviews.

Bodrum is just across a channel from Kos Island, which appears a bit down this list. With the Turkish currency and other problems hitting their tourism industry pretty hard, you get a lot more for your travel money in Turkey than you do in Greece these days.

Hurghada, Egypt

While Turkey has its own problems, they may not compete with the problems that the tourism industry in Egypt have been facing for the past few years. Hurghada is on the Red Sea coast on Egypt’s mainland, and along with Sharm el-Sheik, it’s been hit hard by the instability in the country in recent years. Reports are that as of 2017, resorts are still more than half empty at any given time.

In spite of alcohol being difficult to get in most of this Muslim country, it flows freely at the all-inclusive resorts in Hurghada. You obviously won’t be getting top-shelf liquor at the cheaper resorts, but at least you do get booze. Even the nights can feel too warm here in the summer months, so this is a good place to consider for spring or autumn.

Antalya, Turkey

When it comes to fully all-inclusive resorts (rather than those that offer an all-inclusive option), Antalya has more than the rest of this list put together, by quite a margin. This area has become something of a factory for small all-inclusive hotels, and the value is phenomenal. As with the others, the absolute cheapest places get bad reviews, but there are hundreds of resorts in the £50 to £80 per night range that get very good reviews.

The resort scene is so large in Antalya that there are certain beach neighborhoods where each nationality tends to cluster. You’ll find British areas and German areas and Russian areas, which are ideal for those who prefer to stick with their own when visiting another country.

Sunny Beach, Bulgaria

Evidently the only Black Sea resort area with more than a few all-inclusive hotels, Sunny Beach is somewhat infamous in certain circles for its anything-goes reputation. Even the most expensive all-inclusive resorts here are quite cheap by almost any standards, so you might be able to splurge a bit and get something nice if this is your scene.

Sunny Beach is a good choice if you want to rub elbows with middle class residents of neighboring eastern European countries as well as Russians. The thin stretch of sand here as well as the water itself always seem to be packed in photos of Sunny Beach, so this isn’t an ideal choice for those who prefer quiet and a bit of privacy.

Some of the resorts on Crete are quite remote so leaving the hotel grounds isn’t as easy as in some other places. Some of the cheaper places also charge extra for air-conditioning, so it’s worth scanning the July and August reviews of any place that you are thinking about booking.

Tenerife, Canary Islands, Spain

Each of the larger Canary Islands has all-inclusive resorts and the room rates are fairly similar at all of them, but Tenerife does have the cheapest ones as well. The weather in the Canaries is reasonably warm all year round, so you can even see sunbathing northern Europeans in the winter months.

Value here is very good compared to the Spanish mainland, so the longer flight is usually worth it. Alcohol is quite cheap in restaurants in Tenerife, with daytime specials of €1 half-liters of beer very easy to find. As a result, those who don’t drink much might get better value out of a full-board plan.

Sharm el-Sheik, Egypt

Located on the Sinai Peninsula, just across the inlet from the even-cheaper Hurghada, Sharm el-Sheik is Egypt’s other major resort area that is also struggling to fill rooms in the years since the country has become a bit less stable. The value here is fantastic for what you get, and you’ll probably have the beach mostly to yourself if the other recent reviews are to be believed.

The summer temperatures here are scorching so this is another top choice for the spring and autumn months. And even though alcohol can be tough to find in Egypt’s cities, it’s not hard to find in Sharm el-Sheik.

Kos is just across the channel from Bodrum, Turkey, which is near the top of this list. Again, the cheapest of these all-inclusive resorts are often not on or near the beach and they usually get pretty bad reviews, so if you are going to book something on your own it’s critical to research carefully.

One thing that Zakynthos has going for it is its location west of Athens, which puts it about 30 minutes closer to most of western Europe by air than the others on this list. Many of the all-inclusive hotels here appear to be only bookable as package deals with offline travel agents, so the selection for those who want to book on their own is limited.

The value here is still very good though, as you can find very nice 3-star hotels here that get great reviews for well under £100 per night for two people. This is another destination that you need to read the reviews carefully since some of the resorts located on the coast don’t actually have a sandy beach nearby.

While not as famous for cultural tourism as Marrakech or Fes, Agadir has got them both beat for beachside all-inclusive resorts. Unlike the others, this is also a modern city, although that won’t matter to most all-inclusive guests who will just take the short taxi or shuttle ride from the airport to their resort along the coast just to the north.

Unlike most of the other destinations on this list, the second language of Morocco is French, and English is a distant third. For this reason it’s understandably more popular among French-speaking guests. Those who don’t speak French should be fine at one of the more expensive hotels, but cheaper places may not have many English speakers on staff.

Unlike Agadir (above), Marrakech isn’t on or very near the coast, so the summers here are much warmer and probably best avoided. Marrakech has around 1,000 total hotels and only a dozen or so that offer all-inclusive plans, so this is not an obvious destination. The resorts that do offer unlimited meals and drinks tend to be well outside of the city center, so soaking in the local culture will take some effort.

The inland location means that these are desert resorts with large pools rather than beaches. It also means that you get warm weather as early as April, so it’s a good choice for those who are sick of the winter cold and want to sunbathe earlier in the year.

While Santorini and Mykonos might be more popular for normal hotels, Rhodes is the top island in Greece for all-inclusive resorts and holidays. Even though the bottom end of the market isn’t as cheap as Crete or Kos (above), the midrange here is similar and value is fantastic at the larger beachfront all-inclusive resorts.

Many of the beaches on Rhodes are gravel rather than sand, so if that matters to you it’s important to read the reviews. At the cheaper places you might also have to pay for air conditioning as well as wifi, but still it’s hard to argue with the overall value.

Fuerteventura loosely translates to “strong winds,” which helps explain why this is the most popular Canary island for windsurfers and surfers in general. As with the other Canary islands, the weather here is nice all year round, and it’s popular with northern Europeans even in December. Overall value here is quite good, and there aren’t many cheap places that get terrible reviews to worry about.

Corfu Island, Greece

Another Greek island that doesn’t get as much attention as Santorini or Mykonos, Corfu is off Greece’s northwest coast, and it’s the closest of the Greek holiday islands to most of Europe. Reviews for the cheaper all-inclusive properties here can be pretty bad, so this is another island where you have to be careful before confirming anything. The hotels that seem to mainly do packages usually get better reviews, so that might be the way to go if you want to stay on Corfu.

Cape Verde

This island chain off west Africa, about 1600 kilometers southwest of the Canary Islands, is actually in the Tropics so the winters are warm and the summers are only a bit warmer. With a flight time of a bit over 6 hours from London, Cape Verde is only a bit closer to the UK than to the Caribbean. With December average highs of about 27C, this is the only destination on this list that is warm enough for swimming all year round.

There are only about 10 hotels that are all-inclusive or offer all-inclusive meal plan options, but it’s still an interesting possibility because of the year-round warm weather. Even the most expensive all-inclusive hotels here are fairly cheap compared to the Caribbean.

Cyprus

Minorca, as it’s often spelled, is of course the smaller neighbor of Mallorca in the Balaeric Sea just off Spain. As a result, those wanting an easy-to-reach island destination that isn’t known for nonstop parties, have a place to go too.

There are almost no purely all-inclusive hotels on Menorca, but there are a few dozen that offer an all-inclusive option. Most of those seem to work primarily with travel agents selling packages, so that might be your best bet. Of the hotels that are bookable online, they are mostly all in a tight range of nightly rates, with no real cheapies like on most of the other islands.

You might get the best deal from the travel agent on the high street, including flights and transfers.
